Public-Private Partnership (PPP) is a cooperation between private and public entities based on the partnership agreement set up to achieve a common public goal.
The essence of the PPP is the cooperative work on the project based on the fair allocation of tasks and risk sharing between a public entity and a private sector partner.
The core idea behind the PPP is the cooperation of the public and private sector entities in achieving goals specific to each of them:
public sector entity – providing public services within the existing legal framework.
private sector entity – maximizing profits from a commercial venture.
Types of tasks suitable for the PPP framework:
infrastructure projects (e.g. construction of roads, airports, power stations, refuse incinerators, parking lots, medical facilities or municipal housing),
providing services to the public based on license agreements (e.g. providing broadband access, sanitation, education services, social services and others).
